If you don&#8217;t have the money, their &#8220;thorough&#8221; investigations might get on your nerves especially if they are charging by the hour. Unfortunately any time you have someone work on something you own but have no clue to how it works, like a computer or vehicle it makes the matter even more complicated. The bottom line is, if you are desperate go with the squad, if you have time and little money, find your own geek.</p>

			<content:encoded><![CDATA[<p>Anyone who manages an organization knows that the larger it gets, the  more difficult it becomes to manage. People who work closely with the  Internet, from engineers to philosophers, are realizing that the same  quandary applies to managing the Internet.</p>
<p>There are slightly  fewer than two trillion Internet users around the world today; in 1995  there were16 million people using the Internet. At the same time there  are approximately 155 million websites operating world wide. Using the Internet you can find everything from online poker games to tips on how to maintain a garden.  Given the  combination of large – and rapidly growing – number of Internet users  and the proliferation of websites, the concern becomes how to equitably  manage the Internet effectively while striking a balance between  maintaining individual privacy and supporting the free flow of  appropriate information.</p>
<p>While the Internet is undeniably the  source of more information than man has ever had at his disposal in one  place, it also faces a growing threat from cyber criminals who see the  exponential growth of users as potential targets or unwitting assistants  for scams. Eliminating cyber crime is a key element in designing  workable management standards.</p>
<p>In 2009 the Federal  Communication Commission’s Openinternet.gov website posted a Notice of  Proposed Rulemaking (NPRM) for “reasonable network management.” The NPRM  stressed the need for broadband Internet access providers to adopt  “reasonable” practices; the need to reduce or mitigate the effects of  Internet congestion on address accuracy; the reduction of unwanted and  harmful Internet traffic; and increased action to prevent the transfer  of unlawful content across the Internet. The debate over this NPRM will  be centered on what contributors consider to be reasonable.</p>
<p>In  August 2010 the Washington Post reported that the U.S. Commerce  Department is requesting help from the private sector to update the  approach to managing the Internet for the first time in over ten years.  The Commerce Department’s Internet Policy Task Force is initially asking  for help on two inquiries: data privacy and cyber security.</p>
<p>These initiatives are a long overdue and important start.</p>

And whether or not you pay someone to fix problems  you encounter with it, you probably wish you were a little better at  troubleshooting, at the very least, some of the common problems that are  slowing down your computer’s speed and performance. There are some  simple fixes that you can do to vastly improve both the speed and  performance of your machine.</p>
<p>One of the biggest problems that plagues computers is spyware. It is  not recommended that you try to remove these malicious programs yourself  without assistance, but a simple investment early on can prevent a  world of problems later. By spending the time and money to install a  good spyware blocker, along with updating it regularly, your computer’s  performance will likely never lag due to the malicious code that  afflicts so many. If you do prefer to try and remove the programs  yourself, definitely invest in a good registry cleaner. It will scan for  all types of viruses and help you remove them with a simple point and  click interface.</p>
<p>There are also some simple tricks built right into the Control Panel  of your PC. Running the disk cleanup program will show you all of the  possible areas in your system that are rife for file deletion. You can  see in MBs, KBs and GBs just how much stuff is clogging up your hard  drive. Once you have run the disk cleanup, it is highly recommended that  you follow it with a disk defragmentation. As files are saved in your  system, they are often broken up into smaller bits to fit in the spaces  that are available. The defrag program combines and consolidates all of  these little pieces, making it both easier for the computer to find them  later and allowing subsequent additions to be saved together&#8211;both of  these improve the computer&#8217;s speed.</p>

Did it scare you into visiting the website and considering buying the suggested software? Most likely you thought about it and wondered what it was pointing you towards. Maybe you had noticed your computer was running slowly and thought there may be some truth to what this pop up ad was saying.  All over the internet you can find ads for registry cleaners and it can seem like an important utility to use.</p>
<p>There is no evidence that a registry cleaner will speed up your computer. It may or may not help your computer in the way that you want it to help you and honestly it may create instability in your computer system. The reason people often use registry cleaners is because they are looking for something that will clean off the malware, spyware or viruses that are on their computer. Again there is no certainty that a registry cleaner will remove these types of programs.</p>
<p>First of all, don&#8217;t use the first registry cleaner that advertises to you in a pop up window. Just as you wouldn&#8217;t buy a car from a pop up ad with doing no other research don&#8217;t buy the registry cleaner this way either. Go to a trusted site, maybe of a computer magazine or computer resource site that you trust and look for some information on registry cleaners.Not all registry cleaners are the same and the possibility of it causing a problem in your system should steer you away from them.</p>
<p>A visit to the Microsoft site revealed a number of entries stating never to use registry cleaner. The reason for this is that Windows does not load the entire registry so there is no reason it is the cause of the slow down. More than likely the registry is doing little more than using up some hard drive space.</p>

Norton also proved to be the better program  during the Trojan virus scare. This attack saw a plethora of new viruses  that flooded the market. Some affected email, some affected pixilation,  and others seriously corrupted hardware. They discuss having high-tech computers, digital  cameras that can take video, cell phones to access the Internet, and  even navigation and entertainment systems in their vehicles. That all  sounds great, but is it really needed? If it&#8217;s not, at what point is  enough enough? Apparently, that point hasn&#8217;t been reached yet. People  still want more things and they&#8217;ll often go out of their way to get them  &#8211; standing in line for hours for the latest and greatest gadget.</p>
<p>If you&#8217;re one of those people, consider asking yourself whether  technology is perhaps advancing too quickly for its own good. That can  happen with medicine, especially, which is one area where technology has  grown by leaps and bounds recently. In the medical field, too much  technology might seem impossible, but it&#8217;s really not. If you aren&#8217;t  getting the right kinds of results and diagnoses, you aren&#8217;t saving  lives and helping people, no matter how much technology is available to  you. Just because you have a fancy, expensive test or machine, you  aren&#8217;t being helpful if that test or machine isn&#8217;t accurate.</p>
<p>Creating and developing technology too quickly can sometimes also  mean that you&#8217;re getting false positives and frightening patients who  might not really be sick. Detecting one cancer cell in the blood doesn&#8217;t  mean that a person actually <em>has</em> cancer that needs treatment,  or that he or she will ever actually get cancer. Most tests are good,  and they&#8217;re important, but there are some that are too far &#8216;advanced&#8217;  for their own good, and the good of the patients. If this kind of  technology were delayed so that more testing could be done, more people  would feel confident in the technology that was being used on them and  their loved ones.</p>

The even is to sign into your email account to find a number of messages from people in your address book asking you why you are trying to sell them something. You log in to Facebook to find that you have been sending out advertisements to people and you never lifted a finger. It is most definitely a confusing moment. You check your sent folder and find that you have been up all night sending emails to people you haven&#8217;t sent a message to in years. You have been hi-jacked.</p>
<p>Hi-jacking is when someone finds a way into your account and uses you account for their own interests. Often this takes the form of advertising, but can be far more malicious. It is important to know the extent of the hi-jacking and to be sure that no personal information has been stolen. If you are someone who keeps passwords in their email, check those accounts, make sure there is no intrusion. Do not start by sending out numerous apologies that will come later. First things first, is the saying right? Change your password. Change your password on any account that may be connected to the account that has been hi-jacked. And do not keep an email folder called passwords or finance.</p>
<p>Once you have changed all passwords, it is time to do an investigation. Most likely it was you that inadvertently shared your password. You may have received an email that asked for your personal information and in some way appeared to be an official email from your account provider. Folks, these are never real. There is never a need to verify your account information and they will not shut you down. You are the business and closing accounts is not in the companies best interest. No question, never share your passwords. Use different passwords and make them more complicated than your last name. After your investigation, send out some apologies, even if nobody wants or trusts another email from you, do it.</p>

<p>Viruses and similar issues are impossible to completely get rid of.  There&#8217;s always a risk, even if you&#8217;re using good software to protect  against them. The more time you spend online the higher your risk, but  you can get good software that can help you avoid a lot of them. Just  keep in mind that it&#8217;s not a guarantee, and things could slip through.  As for blue screen problems, freeze-ups, and crashes, sometimes they&#8217;re  just inevitable. If you take good care of your computer, though, you can  lessen the chances of having something like that happen.</p>
<p>Use your disk defragmenter, automatic updates for your operating  system and other software, and other clean-up tools. Make sure that you  get rid of old programs and other things that you&#8217;re not using and don&#8217;t  need, so your computer stays as clean as it can. Don&#8217;t overload it, or  ask it to do too much at once. Having an Internet browser and a couple  of documents open isn&#8217;t a big deal. Having 10 documents and 47 browser  tabs plus a spreadsheet open is just asking for trouble.</p>

<p>Gone are the days when a computer virus just  destroyed documents or data. Viruses are technological marvels unto  themselves and computer users need anti-virus software that can stay on  top—if not ahead—of the game.</p>
<p>Viruses of Old</p>
<p>Computer viruses originally produced by hackers were not always  malicious in nature. These “Classic Viruses” were boot sector viruses or  just files, macros, or scripts that might wipe out some select  information or insert text or images in files. In addition, the primary  method for a virus application to be spread was by floppy disk versus  via the Internet and software applications today.</p>
<p>Malevolent “Malware”</p>
<p>The advanced viruses that computer users contend with are much more  malicious and virulent requiring anti-virus software that is cutting  edge to keep them at bay. Today’s malware can move from computer to  computer via email, email file attachments, instant messaging and  software downloads.</p>
<p>There are three variations that keep anti-virus software companies hopping:</p>
<ul>
<li>Blended Threats – Malware that combines viruses and Trojans or  Worms. These viruses may produce copies across local networks or  duplicate whenever a specific program is started.</li>
<li>Polymorphic Threats – Malware that can alter its own code making it  harder to detect via security software. In order to do this, many of  these viruses contain a section of code that allows it to “morph”  itself.</li>
<li>Metamorphic Threats – A virus similar to the Polymorphic type in  that it can also change its code; however, its behavior does not change.  Because the code changes each time it is launched, it is difficult for  anti-virus software to catch.</li>
</ul>

<p>There are two ways to look at the list of programs that are on your computer. The first will show you a limited list of programs and is the most obvious way to find your programs. Fist click on the Start button usually in the lower left corner of your monitor. Then put your cursor just above that on &#8220;All Programs&#8221;. Now a list of programs will appear. Either in a word processor or with a sheet of paper make a list of all the programs you never use. Sometimes the computer will come with more than one word processor program or possibly you used to play a game and now it is just taking up space. The second way to see the list of programs is to go to the &#8220;Control Panel&#8221; and click on &#8220;Add or Remove Programs&#8221;. Once you have your list you are ready to start deleting.</p>
<p>When you are ready to delete a program it is best to use the uninstall program that accompanied the specific software, if it is available. The uninstall program can often be found in along with the program in the &#8220;Start &#8211; All Programs&#8221; menu. If you don&#8217;t find the program there, you may find it through exploring the program files under &#8220;My Computer&#8221;. The reason to do this is to completely delete the program. Never just find the program on the hard drive, and delete what you can find. Many times this will leave data on the hard drive and may mess with the function of other programs. You can also delete the program from the control panel.</p>

The first  Internet Service Provider (ISP) companies saw the lucrative potential  and made the Internet available to the general public.  As more and more  people began using these pioneer ISPs services a new breed of  criminal emerged.  They were computer savvy and able to &#8220;hack&#8221; into  computer systems to steal personal information and money from computer  users.  The Internet was no longer safe and trustworthy.</p>
<p>Computer designers and the ISP companies began to build more security  into computers by improving confidentiality to ensure that information  could be accessed could only gained by authorized users.  The primary  intent of advances in computer software was to protect users personal  information.</p>
<p>With each improvement in computers and computer operating systems  design, intruders became more sophisticated in their ability to  penetrate computer security measures with an array of viruses, worms and  other malicious programs designed to disable and corrupt computer  operating systems and programs or access personal data &#8211; information  including bank accounts, social security numbers and credit card data.</p>
<p>Intruders also became more advanced in their techniques and capable of  using individual computer Internet connections to get into a vulnerable  computer&#8217;s hard drive disc space and processor to use that computer  for attacks on other computers.  Hacking became increasingly difficult  to detect and track.</p>

Then, users could go to Internet  bulletin boards and download programs onto a floppy disk. If the program  contained a virus, the computer became infected.</p>
<p>Email viruses are contained in an email or in email attachments. Often,  the virus is activated when the user double-clicks on the email or the  attachment. Once activated, the email replicates itself and  automatically mails itself to up to 50 addresses in the user&#8217;s address  book.</p>
<p>A Trojan Horse virus is a computer program that appears to perform one  function and, in fact, performs a different and harmful function when  launched. It generally does significant damage to the computer.</p>
<p>Worm viruses typically reside on a network. They find security holes in a  computer and attach to a resident program. A worm can simultaneously do  damage to a computer while slowing down Internet traffic and taking up  bandwidth space.</p>
<p>As viruses evolved with the transition from floppy disks to CDs that  protected programs from modification, hackers created viruses that  loaded into a computer&#8217;s memory and ran in the background as part of a  two phase action. <p>Windows is the most popular and commonly used computer operating system.  Consequently, Windows based computers are most often targeted by  viruses. One solution to preventing virus attacks is to replace Windows  with a different operating system such as UNIX because it is less common  on PCs and therefore a less likely virus target.</p>
<p>Avoid downloading programs from unfamiliar sources on the Internet.  Better yet, buy well known and reliable computer programs from reputable  outlets. With a receipt in hand it&#8217;s much easier to resolve problems  with the seller if they arise.</p>

Over time computers collect dust, in the keyboard  and inside the computer itself. As dust inside accumulates inside the  &#8220;box&#8221; it becomes harder for components to dissipate heat and heat is  one of the biggest causes of component failure.</p>
<p>A few tools are required &#8211; a good light source, a flashlight, a small,  low suction vacuum cleaner made for cleaning computers, a can of  compressed air, a soft bristle brush and a wrist grounding strap. Before  beginning to clean, the grounding strap should be placed on the wrist  and the other end attached to a grounding post on the frame of the  computer.</p>
<p>Turn the computer off and unplug it!</p>
<p>The keyboard is the first cleaning task. First, turn the keyboard over  and gently shake any loose grit from in between the keys. The next step  is to blow debris out of the keyboard. A can of compressed air with a  low pounds per square inch rating (PSI) has enough pressure to  effectively dislodge dust and most other foreign material from in  between the keys. Inspect in between the keys with a flashlight to see  if there is any debris remaining. Finally, clean up the debris and  remove it from the work area.</p>
<p>Next, remove the computer cover and inspect the interior. It is  surprising to see how much dust can accumulate. Gently vacuum as much of  the interior as possible. Bear in mind that some areas will be  difficult to reach. Then use the air to blow the remaining dust out. It  may be necessary to repeat these steps again to get all the debris. Use  the brush, if needed, to gently brush off dirt. Finally, inspect the  computer&#8217;s fan(s) to make sure they are turning freely. Replace the  cover and clean up the work area. Power up the computer and check it for  proper operation. The task is completed.</p>

Many people are scared to really explore  the Internet and use services that require personal information, or to  do any sort of business on line because of their fear. It is important  to understand that all security issues are not the same and that viruses  are something different than other security issues connected to your  computer system. Computer viruses are specifically software programs or  lines of code placed into software that are able to replicate themselves  during their execution. This is important to state because there are  many forms of what is called malware and can cause security or other  issues on your computer and only one of these is a virus. There are a  variety of ways to protect yourself from computer viruses and one of  them is to install anti-virus software on your computer.</p>
<p>Anti-virus software, such as that provided by McAfee or Norton, can  help you stop computer viruses from getting into your computer system,  but almost more importantly, they scan your system and have the  capability to identify and remove viruses from your system.  It is  important to remember that the first line of defense against computer  viruses is to know what you are downloading onto your computer.   Remember to only open files — especially those ending with .exe — from  sources you know are secure. Good anti-virus software can run checks and  let you know — right in your search engine — which websites are  reliable. Even with attention to detail and constant vigilance, adding  and maintaining updated anti-virus software on your computer system is a  requirement. Don&#8217;t be one of the people that hoped for the best and  found themselves unprotected when a virus hit. More specifically, phishing is the term used  to describe attempts to gain personal or sensitive information about  individuals in order to steal money from them. This crime was originally  committed by mailings to people advising them that they had either won a  prize or were in jeopardy of having an account closed. Since the act  was committed using the U.S. Mail and was investigated and prosecuted by  the U.S. Postal Inspection Service.</p>
<p>With the advent of the Internet and personal computers, criminals saw a  new way to work their scams. Some of the first phishing attempts were  documented by AOL using their Instant Messenger application in 1995.  Today, the most common way phishing scams are committed is through  email. It is punishable under state and federal law.</p>
<p>The scam typically involves sending a large number of emails to users,  telling them that they have either won a large amount of money or  alerting them to a problem with a bank account or credit card that must  be resolved quickly. The message is worded to motivate the reader to act  immediately. The recipient of the email is directed to a website and  asked for personal information such as an account number, user name or  password for &#8220;verification.&#8221; Once the criminals have the requested  information they can do serious damage to the victim&#8217;s finances.</p>
<p>According to the Federal Trade Commission (FTC), over five million  consumers were victims of phishing scams and lost an average of $351.  Today, eCrime gangs operate all over the world and focus increasingly on  online classifieds, social networking and gaming as their main source  for scams. This activity currently makes up around 17 percent of eCrime  activity and is growing. Europe and Asia are the most prolific phishing  scammers and India is the single largest source of phishing scams.</p>

			<content:encoded><![CDATA[<p>Online phishing is a subtle crime. These scams are designed to excite or  alarm the recipients and put them in a position where they feel like  they have to act on the email message immediately. Therein lays the  reason why many of these scams are successful.</p>
<p>There are techniques that can be used to avoid being taken in by  phishing scams. The first step to avoid being taken in by one of these  emails is to stop and think rather than react. Scammers rely on  overreacting. Once composed, look at the email carefully and do not  click on or open anything in the message. Also, do not open any  attachments. Part of the scam may be malware that is activated when the  message is acted on.</p>
<p>Official looking scam emails often have a generic greeting rather than  addressing the intended victim by name. This should raise a red flag in  the recipient&#8217;s mind.</p>
<p>Look at the design of the email carefully. While a scammer&#8217;s email may  look official, there is usually something subtly wrong with the design.  Look at the sender&#8217;s address by resting the arrow &#8211; without  clicking &#8211; on the address. Typically the actual scammer&#8217;s email  address revealed is masked and is different from the address in the  &#8220;from&#8221; line.</p>
<p>If the sender&#8217;s address looks familiar and legitimate at first, read  it letter by letter. A phishing scam email will typically have a one or  two letter difference or an extra add-on in the address &#8211; enough to  indicate that it is a completely different address.</p>
<p>One of the newer defenses against phishing scams is Microsoft Windows  8&#8242;s Smart Screen Filter. This addition to Windows helps detect unsafe  sites.</p>
<p>Also, avoid making any payments using a wireless Internet device.  Cyberspace is much less secure than a computer with security software  and all home computers should have strong security software installed to  protect users.</p>

<p>If you use your computer for anything online, no matter how  infrequently, you really need anti-virus protection. That way, you don&#8217;t  have to worry about those times that you&#8217;re online. Even a casual  Internet user is put at risk if he or she isn&#8217;t protecting the computer  from viruses, malware, spyware, and other problems. Many people just  don&#8217;t seem to see the need for anti-virus protection, though. They  assume that they&#8217;ll never have a problem because they don&#8217;t go to sites  where they would be likely to pick up a virus.</p>
<p>Unfortunately, viruses can show up on any kind of site. The sites  don&#8217;t have to be &#8216;questionable&#8217; for them to acquire a virus that can  spread to your computer. Once you get a virus, you might not have any  idea how you should go about getting rid of it. Some of them are very  easy to remove, but others take a long time to get rid of and they can  do serious damage to your computer in the meantime. There have been  people who have seen their hard drive completely wiped out because they  got a virus and didn&#8217;t do anything about it or even realize it until it  was too late. Don&#8217;t let that happen to you. It&#8217;s generally an easy thing  to avoid, although no anti-virus program is completely perfect when it  comes to catching problems.</p>
<p>Make sure you do your research on which anti-virus protection you  want to choose. There are plenty of them out there. Some are free and  others cost money, but they are all a little bit different. There are so  many advances in technology that they are always changing, too, just  like the viruses they&#8217;re protecting you from. Keeping that in mind can  really help you find the kinds of problems that you need to take care  of, and stop new ones from cropping up and causing damage to your  computer.</p>

While malware  is a general term for a range of intrusive software, it is more  specifically used to describe software that goes beyond annoying.  In  most cases, the malware creator&#8217;s intent is hostile and is often  illegal under many state legal codes.  Their intent is to steal.</p>
<p>Organized crime increasingly uses malware that is constantly changing  and becoming stealthier to work its way into a computer or network for  the purpose of stealing personal or sensitive information which can be  used to generate illegal income.  A commonly used technique is to  back-door into a computer to avoid authentication.  Another technique is  a key logger.  Once in a computer, the program intercepts and transmits  the user&#8217;s keystrokes for sensitive information such as passwords and  account numbers to the criminals.  A dialer program is used by malware  e-crime gangs to work its way into a computer and dial expensive long  distance or 900 area code phone numbers which are then charged back to  the computer&#8217;s owner.</p>
<p>How can owners know if their computer is infected with malware?  Here  are a few red flags that should raise an owner&#8217;s suspicions.  The  suspect computer slows down, repeatedly malfunctions or displays error  messages.  The computer fails to shut down or restart.  There are too  many pop-up ads displayed or unknown web pages are displayed without  warning.</p>
<p>If there is a concern that malware exists on a computer, it is important  to immediately stop performing online actions using passwords or user  names.  The next step is to insure that security software is installed  and updated.  Once confirmed, the entire system needs to be scanned by  the security software for problems.  If the problem persists, the best  course of action is to get professional help.</p>

Part of this challenge is that  e-crime gangs are constantly changing and making malware more difficult  to detect. As experts have learned more about malware, progress is being  made in defeating these programs.</p>
<p>Part of combating malware is understanding the mindset and objective of  the people who employ it. At the least, a person who intentionally and  secretly infects someone else&#8217;s computer with malicious software wants  to intrude on the computer&#8217;s operation and possibly do damage. More  often, the attacker&#8217;s intent is to steal information or money from the  user.</p>
<p>Malware software is essentially the same as viruses and spyware, and in  many cases the same approach &#8211; detecting and blocking &#8211; can be used to  detect malware. Again, the approach to detection differs because of the  attacker&#8217;s intent. Programs have been developed to specifically scan  computers for malware. Other programs can detect and remove malicious  software that is already resident on a computer by scanning the  registry, operating system and programs. The scan generates a list of  potential intruding software for the user to act on. A few programs are  capable of intercepting attempts to install malware or modify browsers.</p>
<p>It is important to make another distinction between viruses, spyware and  malware. While the legality of viruses and spyware is often a grey  area, malware is clearly an illegal intrusion on an individual&#8217;s  privacy when there is an attempt to steal personal information or money.  The legal term is computer containment and it is a violation of law in  several states. The Federal Trade Commission (FTC) has also become  increasingly aggressive in pursuing e-crime because of the financial  impact of malware on businesses and consumers in the United States.</p>

Unfortunately, as the technology becomes more sophisticated and  intuitive, so does the increasingly diverse array of intruding software  designed to irritate and inconvenience users, damage their work and  steal from them.</p>
<p>The general term for all of these rogue programs is malware. However,  there are several important distinctions among these programs. Some  malware is simply an annoyance and does not do any damage. Other  programs are created to interfere with a computer&#8217;s operation. This  software can generate a range of problems on a computer from degrading  performance to shutting it down. This can be expensive and time lost,  particularly for a business with a network of infected computers. It is  the malware user&#8217;s intent that makes the difference.</p>
<p>It is also the insidious nature of malware that makes people angry.  Malware that uses one computer as a &#8220;zombie&#8221; to spread viruses to  other computers, or that tracks users computer activities is, at the  least, unethical. Computers were originally designed to be trusted.</p>
<p>The most intentionally malicious software programs are designed to steal  from others. Some of these software creations &#8211; phishing scams &#8211; gain  entry to a computer with the intent and ability to persuade  unsuspecting computer users to act impulsively. The result is all too  often the loss of personal identity information or money &#8211; or both.</p>
<p>The ultimate malware insult is the programs that attempt to persuade the  user to purchase a product from a website while doing serious damage to  the computer itself. Most of this activity is perpetrated by criminals,  often remotely located in other countries. It is blatantly illegal and  yet difficult to track down and prosecute because these gangs indirectly  attack computers through other computers and websites all over the  world. The good news is that law enforcement is becoming equally savvy  and sophisticated in fighting e-crime.</p>

<p>One observer noted that the computer user is the biggest common computer  problem- and there is some truth to that thought. When a problem  occurs, the user needs to stop and calmly figure out what&#8217;s going on  and that doesn&#8217;t always happen. In addition to the user, here are some  commonly experienced problems.</p>
<p>The number one complaint among users and owners is slow performance.  Eighty percent of the time the cause is in the computer&#8217;s registry and  speed can be improved by up to 30% by cleaning it with a registry  cleaner. Other culprits that impede computer speed are fragmented data  files, spyware and too many unused or seldom used programs on the hard  drive.</p>
<p>Computer lock ups, freezes and blue screens are another complaint.  Spyware is often the cause of these problems and can be corrected by  updating spyware every day. If spyware is not found to be the cause it  may be a more serious software or problem that needs professional  attention.</p>
<p>If the computer spontaneously reboots or shuts down the problem is most  likely in the hardware. Specifically, this problem occurs because the  power supply has overheated and shut down because of poor air  circulation inside the computer due to a dirty or defective cooling fan.  The immediate thing to do is open up the computer, clean off the fan,  remove excess dust from the interior and check to see if the fan is  turning properly. A fan that is hard to turn may need to be replaced.  Also take a minute to check all power connections.</p>
<p>Some owners complain of home pages and browsers changing without  warning. The chief suspect should be hijacking spyware that has gained  entrance to the computer.</p>
<p>The best deterrent to these complaints is consistent maintenance that  includes regularly cleaning and defragmenting the hard drive and backing  up software.</p>

<p>So you’ve decided to finally start your own blog. You have a name and  even a domain name. So what now? Well you need to choose what type of  blogging platform is going to be the best for you.</p>
<p>There are  basically two choices: a do-it-yourself platform or a hosted solution.  Hosted solutions are thought to be simpler (very good choice if you  don’t have your own domain name), while the do-it-yourself option has  more powerful options, just like a <a href="http://turbotax.intuit.com/tax-tools/">tax calculator</a>.</p>
<p>Some  hosted bogging platforms include squarespace.com, typepad.com and  others. With these sites, you go through a very simple registration  process and in some case pay for the hosting fees. You then get a URL  for your blog, some simple tools for writing and editing and away you  can go!</p>
<p>Do-it-yourself platforms such as WordPress require a bit  more work. You’ll also need a web host. And this host will need to  support the scripting language (usually PHP). Database support is also  required (usually MySQL). Make sure you know how many databases your  host will provide and the type of database support will be provided.  Also, make sure that your hosting account will provide enough space.  Blogging sites can take up large amounts of space, so make sure your  host can provide enough.</p>
<p>Make sure you check on your host’s  allowed throughput. When your blog gets popular you may be serving up  video and images in great quantity, so you want to make sure you don’t  have a small limit as to your traffic flow.</p>

Beyond the laptop computer and PDA, devices like the smart  phone and iPad are breaking new ground in advertising, services and  rapid communications from anywhere. However, as the use of mobile  Internet devices expand, the danger of intrusion by cyber criminals will  also expand because organizations and devices users continue to ignore  the need to protect them from attack and spying.</p>
<p>Since these devices are mobile, business travelers depend on them for  information including contacts, data and email. What is surprising is  that on most hotel networks it is easy for criminals to eavesdrop  because all unencrypted packets of data can be intercepted for  extraction- by anyone.</p>
<p>The vulnerability of these devices is further compromised because  firewalls are improperly configured. The lack of an end user security  perimeter in devices puts data at risk on public networks.</p>
<p>Fortunately there are steps that can be taken to protect communications  and data stored on mobile devices. First and foremost, store only the  essential data that is needed on a mobile device. The less sensitive  information that is available, the better.</p>
<p>Encryption of all outgoing voice and email data is the single most  effective way to deter intrusion on public networks or in hotels.  Additionally, use only SSL connections to check on email and  organization data.</p>
<p>Establish a strong security perimeter around devices. Note that personal  firewalls are included for free on Windows XP and Vista as minimal  protection on laptops. Firewalls are also available for other mobile  devices. There are also several security suites available that do a much  better job of protecting mobile devices.</p>
<p>Bluetooth users need to configure their devices to block access from outside intrusion.</p>
<p>Finally, keep track of mobile Internet devices. A lost or stolen device  could compromise the owner&#8217;s personal information and his employer&#8217;s  important data.</p>

			<content:encoded><![CDATA[<p>Cyber crime, or eCrime, is a worldwide problem that goes beyond consumer  fraud. It has a direct impact on the security of every country that  uses the Internet. For those reasons, there has been an international  effort to enact laws to punish attacks on personal, corporate and  government computers &#8211; for whatever reason.</p>
<p>In the United States the most current statute is 18 U.S.C. 1030. The  language in Section 1030 is part of the Fair Credit Reporting Act and  makes it a federal crime to:</p>
<p>&#8220;intentionally access a computer without authorization&#8221; and  thereby obtain information contained in a financial record or of a  credit card user or contained in the file of a financial  institution&#8221;</p>
<p>Section 1030 further defines the scope of the act to include,  &#8220;knowingly and with the intent to defraud, accesses a protected  computer.&#8221;</p>
<p>How prevalent is cyber crime? The results of a Gallup Poll released on  December 13, 2010 indicate that 11 percent of those polled knew someone  or had personally been the victim of a computer attack &#8211; an increase  of eight percent from a previous poll on the same question.</p>
<p>In 2009 alone, the Internet Crime Complaint Center (IC3) received  336,665 computer attack complaints in the United States &#8211; a 22.3  percent increase over 2008. Of the complaints, 146,663 were turned over  to law enforcement for action. The financial loss from the attacks  referred to law enforcement agencies amounted to $559.7 million, an  increase of $264.6 million over 2008&#8242;s total.</p>
<p>Cyber crime does not recognize international boundaries and it is  difficult to track the criminal activity back to its source. While an  attack may originate in a country half way around the world, it travels  through several zombie computers and server before reaching its mark.</p>
<p>Governments affected by cyber crime realize that fighting and  prosecuting computer attacks will require a concerted and coordinated  effort by agencies in every country.</p>

Section 225 of the act,  commonly referred to as Cyber Security Enhancement Act of 2002 amended  language in Title 18 U.S. Code 1030 and established factors for  determining if a cyber crime was committed. These factors include (1) he  potential or actual loss involved. (2) The level of sophistication and  planning involved. (3) Whether the offense was committed to gain  commercial advantage or to gain private financial benefit. (4) Whether  the defendant acted with “malicious intent to cause harm.” And (5) the  extent to which the computer user’s privacy was violated or damaged.</p>
<p>The most recent piece of federal law targeting Internet crime is The  Identity Theft Enforcement and Restitution Act of 2008. This law also  amends Title 18 U.S. Code, Sections 1030(a)(4) and (a)(5) as references  for determining the level of crime and the appropriate punishment.</p>
<p>Section 1030(a)(4) states that any person who “knowingly and with  intent to defraud, accesses a protected computer without access…”  commits the fraudulent act and obtains up to $5,000 during a one year  period is guilty of a felony and imprisonment for up to five years on  the first offense and up to ten years on subsequent offenses.</p>
<p>Section 1030(a)(5) addresses the issue of “knowingly” transmitting codes  with the intent to causing damage to a computer. This section defines  damage as impairment to the “integrity or availability of data” and  monetary losses.</p>
<p>Penalties are determined by the severity of  the act. An “intentional” act is a felony punishable by imprisonment for  up to ten years on the first offense and 20 years for subsequent  convictions. A “reckless” act is also a felony that carries a penalty of  five years for the first conviction and up to 20 years for any further  convictions. “Damage” is a misdemeanor for the first offense. Subsequent  convictions carry a felony sentence of ten years.</p>

			<content:encoded><![CDATA[<p>One of the most commonly cited impediments to effectively fighting  cyber-crime is the lack of uniformity among state and federal laws.  Although the federal government has enacted legislation that expands  federal agencies ability to prosecute a wider range of cyber-crime  and provided victims with the right to get restitution, there needs to  be legislative agreement among the states as to what constitutes  cyber-crime and a coordinating effort among state agencies in pursuing  and prosecuting cyber criminals. The federal government also needs to be  part of this effort.</p>
<p>Some states have proposed adopting model laws that would put all  jurisdictions on the same page. However, this idea has not taken root  among all 50 states. It is worth noting that the European Union has  successfully enacted uniform cyber-crime statutes that apply to all  member nations.</p>
<p>One of the few coordinated federal efforts is the Internet Crime  Complaint Center (IC3), a partnership between the FBI and the National  White Collar Crime Center (NW3C). Their mission is to receive, develop  and refer cyber-crime complaints to the appropriate law enforcement  agency. The IC3 estimates that a complaint is filed for one in seven  cyber-crimes. Their concern is that the actual number of cyber-crimes  committed and the losses incurred could be as much as seven time larger  than reported. A 2005 FBI survey found that losses to U.S. organizations  totaled $67 billion.</p>
<p>The Government Accounting Office (GAO) estimates of the economic impact  of cyber-crime concur with the FBI&#8217;s survey. In another report, the  GAO noted that there are four challenges to effectively combat computer  related crime: (1) every cyber-crime needs to be reported. (2) All law  enforcement agencies must have the technological resources and expertise  to identify and pursue cyber-criminals. This is the GAO&#8217;s biggest  concern. (3) Agencies need the ability to work with each other in a  borderless environment. And (4) computer user security practices need be  implemented and constantly used, and awareness of cyber-crime needs to  be raised.</p>

			<content:encoded><![CDATA[<p>Cyber criminals are busy these days.  According to securityweek.com  cyber gangs create 57,000 fake websites each week to lure unsuspecting  victims.  Online shops make up 26.81 percent of the sites, with eBay at  the head of this category, constituting 23.1 percent of fake online  shopping websites.  Banks make up the most heavily targeted group of  websites, accounting for 64.72 percent of the criminal activity.</p>
<p>Statistics for victims of these illegal websites is equally disturbing.   Globally, 65 percent of computer users have been targeted.  In the  United States alone, 73 percent of users were victims.</p>
<p>Social community websites such as Facebook and MySpace have also become  popular cyber crime feeding grounds.  US Today reported that Facebook  accounts are increasingly hijacked and set up in &#8220;botnets&#8221; to infect  other computers in the Facebook community.</p>
<p>A Discover.com article cited statistics from the security firm Sophos  indicating a significant increase in cyber crime activity on social  networks.  A total of 57 percent of users reported spam in their  community networks- a 70.6 percent jump from last year.  Malware was  sent to 36 percent of the users &#8211; that is a 69.8 percent increase from  the previous year.  Possibly the most disturbing statistic in the  article is that 49 percent of businesses allow their employees to access  Facebook at work.</p>
<p>Consumer Reports 2010 &#8220;State of the Net&#8221; report stated that 23  percent of Facebook users either do not know about privacy controls or  simply do not use them.  A survey conducted by the magazine found that  1,300 of the 2,000 people surveyed used social networks &#8211; twice as  many as in the previous year.  The survey also reported that 40 percent  of the social network users posted their full birthday &#8211; a possible  source of ID theft.  Another seven percent posted their full address.</p>
<p>The use of the Internet by cyber criminals is growing exponentially.   Organizations and users clearly need more education and tools to fight  the spread of malware.</p>

			<content:encoded><![CDATA[<p>Botnets are a rapidly growing cyber crime industry. While there are not  any firm estimates of the number of cyber gangs operating botnets,  organizations that track botnet activity report that one network hosted  50,000 bots, also known as zombie computers.</p>
<p>How does a botnet operate? Basically, a botnet is a group of computers  that have been infected by software that gives control of the computer  to the botnet manger, or herder. Once controlled by the herder, these  computers can be instructed to send email, exploit browsers and other  scams to other computers. Typically, the owner of a computer under the  control of a botnet is unaware of the situation other than the  possibility of reduced computer speed and performance.</p>
<p>How pervasive are botnets? It is estimated that as many as 25 percent of  home computers using the Internet may be part of a botnet. A 2009  quarterly report issued by McAfee stated that 12 million new IP  addresses had been added to botnets since January 2009 and that the  largest number of these addresses &#8211; 18 percent &#8211; was located in the  United States.</p>
<p>The March 16, 2008 addition of USA Today research indicated that as many  as 40 percent of the eight million computers on the Internet were  botnets. A graph included in the article showed that between August 2006  and January 2008 the number of botnets had grown from 333,023 to  7,303,148.</p>
<p>Russian based Kasperksy Labs and Symantec have both stated that botnets  pose a much larger Internet threat than viruses of any kind. The also  noted that social networks are rapidly becoming a favorite target for  botnets to compromise.</p>
<p>Can botnets be detected and defeated? The way in which botnets are  dispersed in a region and the sheer volume of traffic make it extremely  difficult to track a botnet to its originating source. Cyber gangs are  agile and smart at moving networks to avoid detection.</p>

<p>The answer is simple: discover the flaw.</p>
<p>The most common concern with installations is whether they will be successful. They will reject attempts to place new programs within them. Users must therefore understand how to combat this — without losing their patience.</p>

<p>The desire for new applications is one shared by all. The aggravation those applications can bring is also shared, however. You must therefore recognize the issues before you can deal with them effectively.</p>

			<content:encoded><![CDATA[<p>One of the best features on the Internet is the ability to conduct  searches for information on any subject under the sun. However, the  safety of the information retrieved and downloaded is no better than the  browser being used.</p>
<p>NSS Labs conducted at series of tests and released its findings in a  report on browser security in 2010. The result of the testing showed  that Internet Explorer 8 (IE8) blocked up to three times more malware  than Firefox, Safari or Chrome. During the most recent testing period,  IE8 successfully blocked 85 percent of the malicious code attacks  observed.</p>
<p>According to Microsoft, the Smart Screen filter gets the credit for  IE8&#8242;s security performance in blocking web-based attacks. Microsoft  noted that in their ongoing monitoring of IE 8 there were no less one in  250 that contained malware and that the browser, on average, receives  three million malware attack attempts a day. The company also stated  that it has evaluated 250 billion URLs.</p>
<p>Firefox also gets high marks from several authorities as a safe and fast  browser with very little vulnerability. Safari was originally designed  for Mac computers and also a Windows based version that is considered by  many to be clean and exceptionally fast.</p>
<p>When it comes to research, there is also the question of search engine  safety. In recent testing, McAfee rated AOL as having the safest search  engine. This finding has also been made by other testing firms.</p>
<p>Regardless of the browser and search engine used the first action cannot  be stressed enough &#8211; make sure there is updated and strong security  software installed on the computer and that all components of the  software are active before starting the search. Note that some security  software packages screen search engine results for problems and alert  the user to potentially unsafe websites.</p>

			<content:encoded><![CDATA[<p>Think of today&#8217;s Internet as a triangle with a source of activity at  each of the three corners.  In one corner are the 155 million websites  supplying services, information and social interaction on the Internet.   Commercial websites make up as much as 70 percent of this group and  social networking sites like Facebook increasingly draw in more traffic.   This corner generates revenue from sales and advertising.</p>
<p>In the second corner are the Internet&#8217;s users &#8211; around two trillion of  them &#8211; using the businesses, information sources and social networks  to purchase, learn and socialize with other users.  This group spends a  significant amount of money on the Internet.  They are essential to the  survival of the first corner of the triangle.</p>
<p>In the third corner of the triangle are the Mafia-like cyber criminals  who prey on the other two corners operating on the Internet.  These  gangs perpetrate a number of sophisticated scams and activities designed  to spread their illegal activities to other networks, servers and  personal computers.  In 2009 alone investigated crime losses totaled  $559.7 million.  For this group the triangle is one way connections to  the other two corners &#8211; there is no voluntary reciprocation because  they are stealing.</p>
<p>How did the third corner &#8211; cyber gangs that steal from the other two  corners- gain such a foothold on the Internet?  The Internet is a  modern day technological marvel that has grown at an uncontrolled and  exponential rate, generating a significant amount of money from  advertising and sales.  Criminals are drawn to environments where they  can operate in relative anonymity and realize huge profits.  The  Internet fit that description.</p>
<p>Ideally, interaction between websites and users is represented by a  straight line, with different users at one end and a diverse variety of  websites at the other end.  A straight line was the original intent of  the Internet &#8211; driven by mutual trust among all the players.  The  current triangle needs to be flattened.</p>
